During the second reading, a new requirement was introduced to the ORI. In the event that the service uses end-to-end encryption technology (encryption of messages by exchanging keys between the users themselves), the keys for decrypting such messages must be transferred to law enforcement agencies.
Telecom operators sounded the alarm, warning that the proposed law would make their business unprofitable, stop the investment program and the introduction of new technologies, including the widely discussed fifth generation of cellular communications (5G).
