Enter a test name and select the campaign to be verified.

Change any elements of the test campaign you created that you want to change.

Enable Sync

From my own experience, there are cases where the error persists even after eliminating all of the causes listed above.
I contacted the Google Help Desk, but they still didn't know the cause.
At this time, the test function could not be used for about two weeks, but it was later resolved and became usable again. (The only explanation given was that the cause was unknown.)
